Empowering organisations working in legislative advocacy with the resources to advocate for better laws and policies for farmed animals
CALF is a practical resource designed to empower the animal protection and food systems communities. By making complex legal and policy information accessible, CALF helps advocates, researchers, and changemakers build knowledge, take action, and drive systemic change across Europe and beyond. Think of it as a bottom-up toolkit - created to support those on the ground with the insights, tools, and strategies they need to make things happen. Concretely, CALF is an interactive international database that brings together and analyses laws and policies affecting farmed animals. It is complemented by topical factsheets highlighting key considerations when drafting laws and policies, as well as reviews of practices that showcase leadership or identify areas for improvement.
Born out of the 2021 Rethinking Protein conference, which brought together global experts to accelerate legal and policy change toward a more humane, sustainable food system, CALF was created to turn bold ideas into meaningful action. Following the conference, the Coller Foundation recognised the need to equip policymakers, researchers, and advocates with the tools to transform ambition into reform. CALF is built on the belief that law can be a powerful lever for change.





CALF brings together a focused selection of laws and policies that aim to improve the global food system for animals, humans and the environment, and presents them in an accessible digital database. It features laws and policies, both enacted and proposed, from around the world that address issues from animal welfare to environmental protection to antibiotics overuse.

CALF’s factsheets offer further detail and analysis on key topics relating to industrial animal agriculture. Each factsheet includes background information on key topics, key considerations when drafting laws and policies, and a review of practices that show leadership or should be improved.
